We, as leaders, must look first at ourselves for personal learning and change. Only then can we reasonably invite others to learn, grow and change. Leaders recognize that change is a choice that is made by the individual. We cannot change others. We can lead them and invite them to change through our example.

Colorado utilities are required by law to have franchise agreements with the cities and towns they serve. Essentially, a franchise is a contract between the municipality and the utility that outlines the terms and conditions for the utility to operate and provide service within city limits. With the current natural gas franchise expiring, Black Hills Energy and the City of Delta worked together on a new franchise, which the City of Delta’s charter requires go to voters for approval.
